In regard to your closing question, Pamela, you might recall that the agencies all said there was nothing unhealthy in terms of airway hazards for responders working the 9-11 pit at the WTC. Yet the truth will out, always, eventually, even when everyone ignores the obvious, common sense answers at the time. The 9-11 statistics continue to rise as so many responders have in fact suffered very negative long-term health effects, including even dying.
I'm sorry to say I've developed a very skeptical viewpoint about the usefulness of many regulatory agencies in regard to virtually anything that actually matters. When no one in them really quite knows what to say or do, and a problem seems too big or costly or beyond their control to fix, these agencies seem to revert to their training in PR, and just want to "keep it positive" and say reassuring things to the public -- whether true or not. The psychology of the system is flawed. For a bureaucrat to indicate things might not be in control would normally be the end of their career.

For god's sake....I hope all the smokers have priority on relocation! All lousy humor aside, I just can't imagine what these poor folks are going through.
Sure hope it gets solved soon as possible....that's just miserable. Where's the EPA when you actually NEED them?
