[californiadisasters] Information please

I live in a Senior Mobile Home Park. We are setting up a disaster preparedness group. Any resources you know of can be of help. One of my concerns is the communications part of this group.  We have eight group coordinators and two safety and security persons. Ten people in all.  What radios do you all suggest for our group? I am thinking frs/gmrs handhelds.  I would need single chargers for each radio or the use of alkaline batteries.  Here is a link to a 900mHz radio. What do you think about this radio?
Thank you in advance for all your replies.
